None of them were paid - they were simply provided with PDFs of the files and asked for their opinions. Newspapers do not pay for such things, and they don't need to, there are always plenty of people ready to opine. For better or worse, they are the same experts that would testify in a court proceeding and yes, they pretty much all have actual policing experience. (How do I know this? I know a couple of them and did research on the rest.) They got the interviews and a few other things, although the file was huge a lot of it was replicative, just the dreck that fills up a file - they got everything substantive, including the investigative logs. Again, I know this because I asked one of the ones I know, and he showed me everything he was given.
It still comes back to the subject of the story. Is she, or isn't she, a good detective. I never felt there was anything criminal - beyond maybe a misdemeanor official misconduct - but she certainly did not know here job. Perhaps she needs to go back into uniform? That isn't even considered punishment, after all. And if she can't work in uniform, then does she really need to be a cop? After all, every officer should be prepared at all times to go back into uniform, every officer is, at the core, a beat cop, after all.
