That's the point, the fund was drastically overfunded and still is. Not as much in the last couple of years, because of stock holding reverses, but honestly, if the city hadn't withdrawn the money, they'd be in the same place BECAUSE the guys playing with the money didn't know what they were doing. The trustees know it. They chose the investments, which over the year, weren't stellar, but because of the way the finagled the payout to the state to buy in the officers, they were still left with plenty of cash to play with. They CHOSE how much to give in raises and for years BEFORE this deal, chose to give little to nothing so they had more money to play with. (Yeah, my uncle is involved, and I've read all the paperwork over the years about it.) There was a limit in the actual pension as to how much they could give. There was no limit as to how the city could be involved, which again, was a flaw in how it was set up - the firefighters did a much better job. It was unethical, but not illegal, there is a difference.

The state plan has never been properly funded.
