You are incorrect. They were not allowed to draw from it anymore than the state was allowed to draw from the state pension system. The state simply didn't fund it as it should have over the past 15 years and that is why it is in the trouble it is in now. Abramson raided the fund once and got off on a minor technicality. He was warned not to do so again. The retirement fund should be looked at to determine if he has dipped into them once again. It is ludicrous to believe that he can be trusted with a child's piggie bank much less over a hundred million he can skim from.
