With respect to the invoice, yeah, the services were rendered. They were doing that because they couldn't pay deposits on stuff (remember, Neighborhoods held events) without paper. I am told that is how they were instructed to do it by Finance - which goes back to Driskell who, remember, isn't an accountant, let alone a CPA. They did it when they needed to get the money paid fast. In this situation, I don't think there was any criminal intent. I paricularly liked, though, the Fire Dept employee who admitted she split a bid into three parts specifically to avoid the purchasing rules. ADMITTED IT. The whole order was over 14,000 dollars - so you know the Fire Chief had to know a bout it. Basically, the whole city administration was doing things the easy way, rather than the right way. And isn't it amazing that these little facts are being ignored by the media?

Why is everyone ignoring the part of the report that talked about the chief?
