Yes he did steal it. He took from a fund that should have been giving yearly raises to the pensioners and instead they received the meager raises he was well known for giving employees. 1-2%

The fund was way over funded???? They also thought the same thing of the state pension plan and when it went underfunded because instead of stealing from it the legislators decided not to put in the money/contribution that hey were supposed to for 9 years during a 13 year period.

You qualify it by stating well the money was going to go to the city anyway? Great! It will be all right for your kids to go ahead and take their share of the inheritance from you now, they were going to get it anyway.

He was not supposed to touch it until there was no longer anyone left in the fund. We still have 1 Officer working on the department under that fund and about 100 widows just on the Police side.
