Not sure what the question is? The retirement fund is a separate entity. I don't think they actually audited ALL of city government - since there is no mention of, say, EMS, which also bills for services. The one thing to remember about the old city retirement fund is that it is finite, once the last person dies that is drawing from it, it will all roll back to the city coffers, that is the way it was originally set up. That's why mayors could draw from it, if it came up short, they were going to be responsible anyway.
