That is LMPD's choice, NOT the law in Kentucky. Many officers come to agencies around the state from outside the state, but only LMPD, Lexington and KSP make them go back through a full academy. For that matter, your own chief didn't go back through the academy, and he is a certified officer in Kentucky, too. (Not saying he's much of a cop, but he IS a certified cop in Kentucky.) J-town's chief came from the feds (DEA, I think), he didn't either.
