I was on JCPD when the original 24 hour patrol program was started and I can assure you that we were encouraged to drive the cars when off duty. We had to maintain a log sheet of off-duty activity and this was used as proof that the program was paying off. I was one of the first off-duty cars to respond to the east end when the tornado struck and that was the real payoff for the whole program--about 50 off-duty cars were there in the first hour. The LPD OMNI car program followed but I cannot speak to what their rules were for off duty use.

Negative. Enhancing response time is a function of on duty Officers. The main enhancements of the programs was/is greater perception of Police presence, reduction in maintenance and vehicle replacement costs and overall savings to the government. ALL of which are accomplished by the program with added bonuses like: safer neighborhoods, Officers off duty helping out thus freeing up on duty cars.etc... The same goes for working off duty.

As Chief Robert White himself said; " If there is an off duty Officer working at a hot spot then I don't have to send one of my on duty units to respond there."
