Problem is, they probably contracted, for, and paid for, those trees back last summer.
And who, exactly, does pay for stuff on the Waterfront? It's run by a separate corporation - which is, I admit, a shell for the city. Think about it, it should be simply a part of the Parks Dept., and run that way, but because the Mayor's crony David Karem wanted to be in charge of it. But he can't be an employee of Metro and still hold a full time job as a lawyer AND be a legislator. But wait, if he isn't an employee of Metro Government, why does his Waterfront salary (156K) show up in the CJ database as Metro government? Does he work for the government or not? Waterfront is a non-profit corporation, not an entity of city government.
