It is the department that will settle. Do you really think that they want those text messages made public? And from a tax payer bought cell phone? Do you really think that they want public testimony about the shabby investigation and how they covered it up? There is no excuse for not taking action. Do you really think that they want other text messages from JH's phone made public? Other text messages to other female officers, and/or commanding officers made public? All of these are retrievable from the cell company and so everyone will know the truth, and all of these Harper worshipers will become silent. They can spit their BS now, since the facts are not public yet, but they are coming and they are ugly.
