Would the officers give up the uniform allowance and go to a quartermaster system? It's been suggested, and shot down every time. Say, for example, officers get a $1,000 a year, but since it is put on the check, they really only get, say $750 to spend. With a quartermaster system, you would actually be able to BUY $1,000 worth of stuff, and it wouldn't cost the city a dime more.

And he didn't HAVE to buy a radar gun, that isn't required. He may have chosen to buy it, but he certainly didn't have to do so.
