i believe he was a sworn peace officer and had the same powers as any others do. Nice of you to think so negatively of him.

Not negative at all, just true - he was a sixth class city officer which meant that BY KENTUCKY LAW (95.019) he had zero law enforcement authority outside the City of Forest Hills. (The same is, for the record, Strathmoor Village and Bancroft officers in Jefferson County.) Yes, he was a certified, qualified officer, but that isn't the point, he had NO LEGAL AUTHORITY AS A PEACE OFFICER outside his city. (I know it is goofy, but I didn't write the law - it's about as clear as Kentucky law gets, read it. I wish it was changed, but, that's the law right now.) No different than the officers I saw working traffic during the 64 reconstruction that indicated they were officers from agencies outside Jefferson County - and again, who had NO LEGAL AUTHORITY.

Randy had no direct radio contact with LMPD, and as such, wouldn't be able to quickly call for assistance even if he did run up on something. (Even with Metrosafe, a number of the small agencies dispatch through the Sheriff's Office.)
