Yes, I agree. How about the rookies riding two man as long as they don't qualify for a car - and not being allowed to do plainclothes up to that point? (Then the senior officer keeps the take-home.) And defining that point at 3 years on the street, etc. That might be a way to balance both of the desires?
And since in many calls, you end up dispatching two officers anyway, it sure would save on fuel!
