Yep, I agree. How many officers were available and were "too busy" to attend?

Unfortunately, the one "addition" for 2004 wasn't an FOP member, so he wasn't honored at the memorial service in Frankfort (the "FOP memorial") but he was added on the true statewide memorial. Remember, not all cops are FOP members. And I'm wondering, were you all even TOLD Willis Coy was being added to the state memorial last year?
