This story is really not all that interesting. Who cares? At the end of the day it boils down to a piissing contest.

It should not be a matter of if it is not REQUIRED, I am not going to do it. Proactive officers would have taken the initiative to get it done. I applaud the proactive officers that made the effort to contact WTU at Knox regarding this individual. But, there still should have been some paperwork submitted IMHO.
