No different from "Hello, 911, come quick there's a (insert MINORITY here) in my neighborhood and he's wearing those droopy pants and listening to music in a language I can't even understand!" When you grab somebody to make an arrest, some people take that personally, so you should have a damn good reason or else be prepared for a lawsuit. Even if he were a vagrant, they have to walk around somewhere and it might as well be around panicky people who call 911 for nothing.

Roger that. Have experinced combative subjects and difficulty in controlling them without causing undue injury to them or myself from unlikely appearing individuals. Not a problem. I completely understand that. Have tried to diffuse situations just to see them blow up in my face, too. If I put hands on someone and restrained them, I made sure paperwork was done to CYA even if they were allowed to leave without going to corrections. I understand this guy was an issue and I understand the officers used their discretion at the scene. I also understand that you cannot win the PR battle most of the time and that we have taken quite a few bad PR hits lately.

You know, this is the first time ANYONE mentioned that the officer was responding to a 911 call? Was he, for sure, not "I think he was." This is a simple, yes or no, question - was he called to the mall and what specifically was he told?
