We are witnessing the downfall of discipline on LMPD and it can be traced back to the promotional process. When promotions are achieved on a test system, it invites people who lack any creativity or sense of accoutability. Sad part is, if you got promoted and spoke out on underachievement, you will then become a problem child. Chief Conrad can fix morale if it became a priority. He and his staff need to tour the divisions as a team and become more visible.
