Re-read the post...it clearly states that the front office is aware that officers will use 10-7 to the book to take care of other minor errands on the way back to the Division.

It even states that they don't have a problem with officers doing that (within reason, I'd imagine). If an officer hangs off the air a little longer before going 10-8 to grab a cup of joe, or whatever, then the CAD times won't reflect what's actually occurring at the book.

As the other reply mentioned, seems reasonable to me also.
