Well basically I was saying to shift whats now the Majors up to Puzzle Palace and trim them greatly... As far as civil service versus appointed, the position could be whatever best suits the department... since it would be a technically new position they could designate the policy to be whatever they wanted. Many departments have "appointed" Captains, but honestly I don't know enough about either to say which is best. My main goal in suggesting it was to stretch the lower half of the command staff while trimming the upper half in order to decrease the "top heavy" factor while still maintaining good upward mobility and not running a LT to death doing both jobs.
In short- I think we need fewer Majors (Trim from 14 to 7) and fewer Asst Chiefs/Deputy Chiefs (Trim from 4 to 2 probably)
The surplus money/manpower would translate to two Sgts and one LT per Platoon and a Captain per Division. (Just a thought... counter points?)
