You are correct when you say "And the way it's run nowadays, it's hardly paramilitary." You are also correct when you point out "There aint no emphasis on comraderie and preference for ex-military types. Most people don't give two sshhiits about that." Could the second part of your statement prove the first? Here is where it goes sideways. "Yet mysteriously, the department is still functional" If by functional you mean people show up and collect a check then yes you are correct. If you mean functional because someone did an FI on a passenger in the not at fault vehicle in an accident then it is functional.I say it isn't functional in the examples because it is a symptom of tick marks in a box instead of results or taking care of the area you work. All of the tick marks in the world don't mean your beat is all good. Look at the beat guys who get DUI Officer of the Year. Looks good on paper ( or in the paper) but doesn't mean squat if your beat walks off 3 times a week in tbut reports someone from another beat has to come take. Sure that FI counts but just lets you ease up some where else with the I got my stats for the week mentality. Does that really serve the people on your beat. When you look at them while taking the burglary report do tell them its OK, you had 6 FIs yesterday and 2 no insurance tickets.
