The Solution: Have the Sgts do minimal paperwork and be the first line supervision to patrol. Have them be true "Road Sgts" and go on runs. This puts them in a position to be a true asset to road officers. Let a Lt do his old job. Have a Captain over each division. Two Majors at HQ. (One over patrol and one over Investigation/Specialty units). One Asst. Chief and one Chief. There of course would be some other areas served by a Captain or LT but this is all we need. It also solves the top heavy problem.
