How about this. Civilians were put in charge of the tow lot and fraud, waste and abuse was uncovered to the extreme, so they put the police in charge again to clean it up. With Lt. Sheiu, I apologize for misspelling his last name, we atleast have someone who can fight for what our fleet needs. Atleast that doofus W. Toebbe is not working for us anymore.
