http://www.lrc.ky.gov/Statutes/statute.aspx?id=39896 KRS 189.940 says emergency vehicles can speed, run red lights, and drive on the wrong side of the road if and ONLY IF they are displaying flashing emergency lights AND operating their siren, bell, or whistle. The ONLY exception given is if an ambulance is transporting a victim and the siren would be detrimental to their health. They are still required to have flashing lights activated.
