It keeps everyone apprised of the situation pertaining to time. some divisions are not 30 seconds from the front door of Corrections. Knowing how long the officer from beat x will help determine what his buddies will have to do until he gets back. Or the supervisor can decide if one has to come back (or whatever), or double up going to. if two are going to the book.

Hopefully you get the point that going to the book for some isn't simply driving a few blocks. 15-20 min drive there, 20-30- min wait 15-20 min drive there back, you are looking at an hour at times, not always. But it is good to have an idea what's going on there.
