Your post is written very eloquently. By that, I mean it is a very effectively stated point without being blunt. You may have a talent you don't know about (not being sarcastic).

You must not be a real cop, because if you were then you would know that sometimes making an arrest is out of our hands(domestics, DUI, Felony arrests). Believe me their are many times I wish I didn't have to make an arrest. They always seem to happen right at the end of shift. And shift change at the jail is ridiculous. That would be like me to stop taking runs at the end of my shift and let late watch pick them up when they get out of roll call. I wish I had that luxury.

"Almost all the arrests made by officers are discretionary. Surely you don't disagree with that."
This is true-- a good portion of our arrests are discretionary. A good cop makes these decisions every day. I do contest however that as tempting as it might be a decision to arrest or not arrest should not be based on what time it is. I understand perhaps toning down the proactive approach as the end of your shift nears, but I can understand where the OP would frequently be in a position where the right decision is not always the easy or most time constructive decision near shift change.
