One protection that people think about is Unemployment. While not a palatable option, if you are terminated without decent cause, you can force an unemployment review. That often fleshes out the real reason, which you can then possibly attack. Doesn't get the job back, but can force them to put up or shut up. But for most agencies, given the cost of replacing an officer, firing isn't something the jump to quickly.
