Officer-involved shooting near PRP

I don't know.. seems a little quick to judge. If he was running and fired a shot and our guy was running and fired back, it's not like the odds are great at hitting him. We've got what? 1 in 4 chance of hitting a moving target? I agree more range time is necessary, but I won't Monday morning quarterback when I wasn't there, either.
