LMPD will make runs anywhere in the county. They have to. They can't say no. Since merger, Louisville Metro is responsible for police protection the same as LPD and JCPD was. LPD could say they would not make a run because it was not in their jurisdiction and JCPD would have to make the run if it was in Jefferson County. If a small city can't handle the runs or do not have officers working, LMPD has to do it.
Out in the rest of the state, there is the trickle down effect. If a city PD doesn't have anyone available, then the county SO or PD makes it. If they don't have anyone available or working, then KSP makes it. If KSP is not available, then they either call a trooper at home or hold it till he starts his next shift.
LMPD takes care of the whole county and the cities in it.

Why should they "contract" with the city, just make them actually be a department and take runs. Who dispatches for them? MetroSafe or the Sheriff's Office?
