Your rambling post is a hot mess. I have read that first line six times trying to understand what you are trying to say. You are not making any sense whatsoever. Also, how do you know most officers did the surveys? I believe you are guessing on that one. And this foolishness about about talking to people while making other people leave the room. That is too time consuming on a grand scale like you are proposing. You sound like we have been kidnapped and the Chief is here to rescue us from our captors; the Chief is here to lead the department, not investigate a criminal matter.
