I would appreciate that if the rule is that Jefferson County is going to require a police report in order to take out a warrant (which isn't the rule anywhere else in the state), that officers actually do the reports. If a victim asks you for warrant information, that is a clue that they are planning to take out a warrant. Happened to my neighbor this weekend, which meant he wasted a day going to take out a warrant on his assailant, only to be told he needed a report - requiring a DIFFERENT officer
