Physically yes, but the population base is different and transient. If there is a downtown patrol I sure don't know about it.
Imagine, for example, the city of St. Louis, which is by population half the size of Louisville. (Yes, the City of St. Louis has about 320K residents.) But no one would argue that during a workday, or even on weekends, that a whole lot MORE people aren't actually in the city - and they staff the downtown area accordingly with law enforcement. They actually have about 1700 officers or so - about 1900 total employees. Staffing downtown is a lot different than staffing the rest of a city. Remember, St. Louis is NOT merged, within the county there are a number of very independent cities that operate their own police departments too.
