I agree 100% if you want open conversations about what is really going on in this dept, talk to the officers without any command present. You will get your answers. PS: get rid of the hats and formal rollcall that would be a great start for moral. Everyone hates it and it was put in place for punishment which any officer will tell you why, just ask one.
