I would appreciate that if the rule is that Jefferson County is going to require a police report in order to take out a warrant (which isn't the rule anywhere else in the state), that officers actually do the reports. If a victim asks you for warrant information, that is a clue that they are planning to take out a warrant. Happened to my neighbor this weekend, which meant he wasted a day going to take out a warrant on his assailant, only to be told he needed a report - requiring a DIFFERENT officer who wasn't even at the scene to do a report based only on information from the victim and a witness - and which will then require the victim to go back downtown a second time, pay parking etc., to actually take a warrant. And you wonder why citizens get ticked off?

And the point of this - involve some citizens in the process as well - since I doubt anyone will think to tell this to Chief Conrad.
