The simple answer, is to hire the best qualified applicant, not hire them based on sex or skin color. If you want more minority candidates, go get them. Don't just hire them so you can have the numbers. There have to be better people out there. And, if recruitment does not recommend their hire, don't hire them. That seems to be a theme around this place, do things because of numbers. So, far, it has not worked, either in hiring or compstat. More tickets don't mean fewer fatalities. More arrests
