They didn't mind cutting the lieutenant staffing back when I was high on the list. Abramson did it a couple of times.
Of course, cutting positions through attrition won't be so easy now. I would imagine the average sworn years for LMPD lieutenants has nosedived since 2003. YG is just an example of people being promoted so quickly that there's no way possible for them to even suggest that they have any legitimate experience doing anything. She is not alone.
White didn't start this - it was under Hamilton and Shain - when LPD systematically removed experience as a component in promotions. Remember, you used to have at least three years in as a sergeant before you were eligible to even apply to take the test. Now, you don't even have to complete a year. People who took the sergeant's test were basically taking the same test within a year, and getting themselves promoted to lieutenant - all the while deluding themselves with thoughts that they actually accomplished the same thing their dwindling, more experienced, contemporaries had done.
I doubt the trend will reverse any time soon. Not until the department starts working to retain its employees.
