New police chief Steve Conrad sets lofty goal for Louisville and its officers

One small problem with "cutting" 16 Lieutenant spots...a little thing called Civil Service (or Merit) rank.

Would only be able to acheive that through attrition, and that won't happen overnight.

But I do agree the place would run just fine (if not better) with 1 Sgt and 1 Lt per Platoon, like years ago.
