I agree with you, but here is my nagging question: Why have all the sudden the issue with a fee come to debate? Officers have been using the cars for off duty employment for many years without some much as a whisper about paying a fee. It hasn't been until the economic situation (that officers did not cause) that this whole "need to pay" has become an issue. If it is so important now, it should have been equally important then. If it does not cost the City any extra for an officer to use the car
