Conrad would be a good choice if he started out fresh. However, he is not the guy who will hit the reset button with the command staff. I've worked with him from when he made sergeant.
He is not the kind of guy who would demote somebody already in a position, no matter how good or bad they are, or how they may have gotten there.
He's just too nice a guy. If he wasn't, Minogue never would have been able to implement those crazy 100 page reports, and yell "NIBRIS" whenever anybody questioned why we had a 100 page report...or issue a 10 page instruction manual to everyone on the department on how to park in the back lot of HQ. (the first was mild hyperbole, the second really happened. A ten-page HQ parking lot manual). Minogue was Conrad's only sworn employee at the time, I believe.
