I hope the people posting on this thread defending this moron are not police officers. Whitlock was wrong for what he did. At no time was that woman ever a threat to his life. You can't shoot someone for your lack of tactics. Getting your foot run over hardly seems life threatening. Sounds to me like he shot her out of anger and frustration.
