I don't care for whitlock, in fact I believe him to be a wanna be cop who got his badge via an archaic election that nonone cares about.

That being said, he does not deserve to be indicted or criminalized for this incident. The woman was a thief who tried to avoid arrest. Unfortunately justice will not be blind here because "most" people think this guy is an idiot.

I'm kind of amazed by the hypocrisy I'm already seeing here. There were hundreds upon hundreds of comments (on this site) bashing this guy when this story came out, but now that he has been indicted you all hope to God he has a lawyer that helps him avoid conviction? I'm confused. Which side do you really stand on? Do you even know?

We all know about Whitlock in high school sitting on the Green Belt with blue lights in his car trying to get people to pull over. Then the story of where he pulled over 2 females and demanded sexual favors and when they refused he threw their keys into the car, locked the doors and left them stranded. Or the incident where he sexually harassed a male Denny's waiter and threatened to kill him. Of course we all know about his past history of theft, all of his uniforms, badges, car decals, from various police departments when he was impersonating long before becoming constable. We all have heard the story of his diversion and expungement keeping him from becoming a convicted felon. We know that he has hired and appointed illegal deputies after being told not to do so by the mayor. He has provided them with counterfeit Metro ID cards and badges, allowed his Explorers, staff and his deputies to carry weapons, wear uniforms and use force under his directive. We all know about all of his citations is several different forged signatures where his illegal staff was writing tickets for him. He has even employed known convicted felons Harrison and Choate. He has provided his staff with police cars full of equipment and let these staff members drive them around as personal cars with official license plates and pull people over. He, Stephens and Whitaker have a history of firearms related incidents that are documented. We know that Stephens was pulling people over on the interstate in one of Whitlock's cars and conducting the traffic stops either alone and sometimes Whitlock was there sitting in the car letting Stephens or the Explorers conduct a live traffic stop. We know about the negligent discharge of a firearm in his training room where a bullet went through the wall into the county clerks office. He has illegally harassed and infringed on the rights of others he has had contact with. His staff has access to Court Net and utilizes it to run records checks on people they have no business doing so, which is documented. We know about him using a tax exemption number from a church his wife is part of to avoid paying taxes for constable business. This guy has abused every facet of his office! There has been no shortage of witnesses who have come forward to community leaders and police who had their own story of Whitlock and his staff doing illegal things from traffic stops to impersonation of his staff to use of force complaints. There was no doubt there would be an indictment based upon the facts of the case at Walmart. We have him on video after the shooting leaving his office where he literally ran to his Explorer without crutches, cast, cane or assistance to get away from all the surveillance on him. I guess so much for a broken foot from being run over by Ortiz.

​"Where is the change?" asks a letter outlining a series of disappointing, business-as-usual moves by new Denver Police Chief Robert White.

It was signed by "Men and Women of the Denver Police Department" and sent yesterday to Mayor Michael Hancock's office, which was scrambling last night to find a copy.

"As members of the Denver Police Department we agree that changes need to be made within the department," the letter begins. "We are looking forward to a department that is transparent, practices accountability, and is fair. We are hopeful that Chief White will be able to deliver upon the promises he made to the citizens and the officers.... Unfortunately, what we are observing is the farthest from change. In fact, what we are seeing is 'business as usual.'"

From there, the letter outlines a series of incidents that its author or authors see as a sign that the real changes needed at the DPD will not be made by White, who moved to Denver from Louisville last month to take the job that Chief Gerry Whitman had held for eleven years. And then it concludes with this: "Mr. Mayor, we feel that we were ready for Chief White to come in here and be effective. Although he talks a big game his actions are telling us that this [is] Whitman part two. Anybody can re-arrange some titles and move the same people around to different positions. Change is in the heart and mind of every Denver Police Officer who was looking at a new brand of leadership not business as usual."

Even before that letter landed at City Hall (and at the DPD, and at numerous media outlets), Westword writers were scheduled for a Friday meeting with Alex Martinez, the former Colorado Supreme Court justice who's now Denver's Manager of Safety. As part of his duties, he oversees the DPD (as well as the Denver Fire Department and the Denver sheriff).

We already had a list of topics we'd like to discuss with Martinez, ranging from Occupy Denver to the Alex Landau case; we've added some of the allegations in this letter to that list. But we'd also like your suggestions: What should we ask Denver's Manager of Safety?

but not all constables are like this a$$wipe I know one in another county that has a small 5 point star badge and has a glock 26 that both stays in his glove box of his car never goes out and plays mr. policeman

Lol, what a joke the Public Integrity Unit is. They are just out to get this guy. I do not like Whitlock, he's an idiot. But I do not agree with LMPD's public integrity unit going after this guy. Watch out, everyone has a bounty on their head.

If I were on the jury, her history of robbery, burglary, theft and prostitution would make me believe nothing she says. Any witness with active felony charges against them will not be believed. Most people know KRS says any peace officer or a store employee can detain shoplifters with probable cause. A store employee telling you she shoplifted is all you need. His prior history or lack of training is irrelevant to that. It's doubtful if the court will allow the jury to see the dirt file someone posted earlier, even if it's true. He would have to testify and be cross-examined in order for them to use it. She ran over his foot while he was trying to arrest her and he fired a shot in self-defense. Several officers have fired shots at vehicles supposedly coming at them that didn't hit them. If the jury convicts him, then it doesn't bode well for anyone else firing shots at a car coming at them.

Watch and see what the next Chief will do: Whoever it is will be so ego driven to let you know they are in charge, they will disassemble this whole Department just because they can. It's like when Chief White came, all this asinine district realignment crap. I still have not figured out why Broadway, the obvious border dividing the First and Second Divisions, was made obselete. Go figure! It was Boss Chief White wanting to make a statement of his presence. Same thing with new Council Members chopping and dicing the streets of Louisvillle making some of the most busiest streets one way traffic. Anyone drove on Market Street lately? What a mess!! It's one lane traffic now going east and a nifty bike lane I have yet to see a cyclist use. The City is wants to be a first class city, but the decision makers seem to lack common sense.

Wow! Does the video shoot holes into his story about what took place. If anyone was unsure why he got indited look at the video posted on the CJ (2-04-12) and you will see. He gets flagged down by security and then pulls past her truck as she is in it. As she is BACKING UP (away from him) he and another get out of their SUV with guns drawn running up to her truck. He runs into the side of the truck (gun still drawn and pointing it at her) as she starts to drive forward. Never was he in danger from her, He put himself in that position. As she leaves he RUNS back to his SUV (as the other person runs into the back corner of a parked vehicle and falls down FUNNY), gets in and goes to pursue her until he realized his partner was down. What a screwed up situation then to lie about it afterwards to try and justify him shooting her. He should be convicted and put in jail over this. YES, she is a thief and should also be in jail but we all know we cannot use information that was not known at the time to justify our actions after the fact. We wont even get into the fact that the hospital ER found NOTHING medically wrong with his "broken" foot.

Now to all his people out there who were in his corner saying how great a job he did. Can you still justify his actions after watching the video?

After viewing the video this constable is truly fu%?. The fear for my life defense has been shot to hel$. So now it was an accidentel shooting, sorry but you will have to pay for the error of your ways. If he had a little TRAINING he might not have been so quick on the trigger. Sorry but if I was on the jury he would be convicted. Also he will never survive the civil suit to come. As bad as this shoplifting went he should have let her go and tried again another day. It appears everyone in security knew who she was and that she was a serial shoplifter. Take a criminal complaint and go on. Don't shoot then try to cover it up, it will get you everytime.
