Ok, I have one objective question: What makes you think the system is broken at all? What evidence do you have of it besides the ocassions grumblings of people saying morale is low? I mean really, is there a widespread corruption problem? Are citizens calls for service going unanswered? Are officers going AWOL? To me, LMPD is ran just fine. I don't necessarily agree with the command staff at times, but it still seems like a well oiled machine for the most part. Please do not contribute to the hype.
