I could not agree more with your ideas on Captains (as we only have one in the whole department right now) and promotional options. For way too long all our promotions has been is how well you can remember what you study. NOTHING ELSE. Once you qualified for the assessment center it is all subjective on who is listening to your tape. We have had Sgts promoted to LT who have never or very little time supervising a platoon of officers. Now they are in charge of the Sgt and Officers for a platoon.
