Really, and you know this how? You ever been to Warren County (that's Bowling Green), Daviess County (that's Owensboro), McCracken County (that's Paducah), Pulaski County (that's Somerset), just as a start? You ever been to those places? I'm sure the police and deputy sheriffs there would be surprised to discover that they are "behind the times." Even Henderson (in Henderson County) - given its proximity to Evansville, which last I checked was a pretty big place, and of course Florence, Covington, Newport (Boone, Kenton, Campbell counties) being right next to Cincinnati, they're pretty modern too. It isn't like the bad guys stay on the Ohio side of the river.
