Most elected sheriffs have some sort of LE background, and yes many have lapsed on their KLEC certifications. But the answer to that is that MOST sheriffs sit in an office all day not doing any form of police work. They are administrators not beat cops. Whitlock has NO training and NO certifications(And I dont mean the made up ones from the BS constables association) and he is out playing cop everyday.
