The 1ST district constable actually graduated from basic training. Unfortunately now though DOCJT pretty much will not even admit thembecause those who need it for klec take priority

Nice post with some excellent points. The lack of mandated training is the sticking point for me. Too much power and too little responsability to use it correctly. If Constable Whitlock were in propper shape and had completed DOCJT, the situation at the walmart may have not happened in the first place.
That being said, I have an issue with the governing body of a county trying to limit an elected official's statutory/constitutional authority authority. I don't see how a Metro Council can limit a constables ability to wear a distinctive uniform or carry the badge of the office.
As much as I agree that David Whitlock may be a poor example of a Constable, there are many others who do a good job. They are valued and needed in other parts of the state. I wonder how the other two constables in Jefferson County feel about this mess?
The change needs to come at the state level, with either a constitutional ammendment or a change in K.R.S. However, Metro Council and others should be careful not to villify the 500 other constables in the state who do a good job.
