They obviously looked up one specific person, not just the OT column in general. Far more than one officer is in the 20k overtime range, some even over 30k and way over 83k total. But to answer your actual question, yes, it's normal and yes specific units have access to a lot of overtime money because they get grant money. The grant money has in the past been taken
