Sam pulled me over in my unmarked police car on the Watterson about six months ago. I was in the second lane from the left and he was sitting on the left side of the road (fast lane between us). Another car was in the fast lane and drove between us both at a much higher rate of speed than I was going. Sam pulled me over and not the other car (even though I was in a LMPD car with the lights etc on the rear). Said he didn't see the other car because he was on his phone.
