The Metro Council has zero to do with the issue of deputizing, that falls to the Mayor, who apparently sent a LETTER saying he could not do it. No ordinances would be involved. I have no idea if they did an ordinance on the other two issues, also 1) they can say he can't have blue lights, but that would not have to be by ordinance (they would have to give him permission TO do it, not to NOT do it, so no ordinance would be required if they were simply refusing permission.)
