Constable in shopper shooting says Walmart security asked his help

OK, I looked up the uniform/badge bit - LCO 39.062. No indication he's broken that ordinance - why would you think he has? Nothing on the lights or deputy issue in the Code, though. They may have passed a resolution, but they wouldn't have to, on the lights.
