The Metro Council has zero to do with the issue of deputizing, that falls to the Mayor, who apparently sent a LETTER saying he could not do it. No ordinances would be involved. I have no idea if they did an ordinance on the other two issues, also 1) they can say he can't have blue lights, but that would not have to be by ordinance (they would have to give him permission TO do it, not to NOT do it, so no ordinance would be required if they were simply refusing permission.) As for the uniforms, no idea about that, they could have done so, except that I doubt they have the authority to tell him what the uniforms or badges CAN'T look like. His badge is a standard oval design, I think, they aren't using the LMPD design. You can get oval badges in any catalog. His uniform is tan, so obviously, it doesn't resembly LMPD's anyway. (He was allowed to wear a West Buechel uniform by Manning, though, I'm told.)
If there are ordinances to the above, give me citations to the ordinances. If you can't, I will presume you have not actually seen them and are simply repeating what you were told by someone else.
